Who Needs An NPDES Stormwater Construction Permit? Operators of construction sites involving clearing, grading or excavation that result in an area of disturbance of one or more acres, and activities that result in the disturbance of less than one acre if it is part of a larger common plan of development or sale.
This handbook serves as the primary reference for the development and implementation of Stormwater Pollution Prevention Plans (SWPPP), as required per the Tennessee General NPDES Permit for Discharges Associated with Construction Activities and individual NPDES permits. These permits allow the use of innovative or alternative BMPs or other controls, whose performance can be shown to be equivalent or superior to BMPs identified in this handbook.
